Why the picture boat keeps being the problem
The picture boat is usually the last vendor booked and the first thing that breaks the schedule. It arrives without the rig the DP assumed, or the operator has never worked a moving deck, or the RF drops the moment you clear the channel, or the DIT cannot see the monitor at noon.
Every one of those is a design problem, not a bad-luck problem. The Basilisk was built by solving them in the hull: the crane is integrated, the crew is the same crew every day, the wireless is Wave Central, and the DIT works in a blackout suite with air conditioning. Florida productions book it because the water day stops being the variable.

In practice the terms are used interchangeably — both mean the vessel carrying the camera. The distinction that matters is whether the boat was engineered for the job or adapted to it.
